BACKGROUND:

On December 12, 2017, the Board approved an agreement with Peninsula Conflict Resolution Center (PCRC) for alcohol and other drug prevention services, Community Capacity Building, and Parent Project classes, for the term July 1, 2017 through June 30, 2018, in an amount not to exceed $225,240.

 

On December 11, 2018, the Board approved an amendment to the agreement for Community Capacity Building extending the term through June 30, 2019, alcohol and other drug prevention services, and Parent Project classes, extending the term through June 30, 2020, increasing the amount of the agreement by $356,030 to an amount not to exceed $581,270.

 

On April 25, 2019, the Chief of San Mateo County Health approved an amendment to the agreement adding a Parent Project class, increasing the amount by $10,835 to an amount not to exceed $581,270, with no change to the agreement term.

 

On December 18, 2019, the Chief of San Mateo County Health approved an amendment adding a cost of living adjustment, increasing the amount by $6,661 to an amount not to exceed $598,766, with no change to the agreement term.

 

DISCUSSION:

PCRC provides alcohol and other drug prevention services to reduce access to and availability of alcohol and other drugs to youth and facilitates for community-led Parent Project classes where parents learn skills and receive information about resources and other support available in their community.

 

It is now necessary to amend this agreement for Community Capacity Building, extending the term through June 30, 2020; and adding Adult and Youth Mental Health First Aid for the term January 1, 2020 through June 30, 2021. Mental Health First Aid is a highly interactive public education program, that teaches how to help individuals experiencing mental illness and/or substance use challenges, to connect to an appropriate level of care.   

 

The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

This amendment and resolution have been reviewed and approved by County Counsel as to form.    

 

It is anticipated that 90% of training evaluations will show an increase in training attendees’ understanding of the health impacts of alcohol, tobacco, and other drugs.

FISCAL IMPACT:

The term of the agreement is July 1, 2017 through June 30, 2021. The amount of the amended agreement is not to exceed $695,714. The amendment increases the contract maximum by $96,948. For FY 2019-20, the increase is $50,983 and is included in the BHRS FY 2019-20 Adopted Budget. Of that amount, the Mental Health Services Act will fund $29,491.50 and Measure K will fund $21,491.50.  A similar arrangement will be in place in FY 2020-21.
