BACKGROUND:

Since 2002, the Sheriff’s Office has been delivering contract law enforcement service in connection with the rail and bus services provided by the San Mateo County Transit District (District) and the Peninsula Corridor Joint Powers Board (JPB). The current agreement is set to expire on June 30, 2020. In November 2019, the District / JPB solicited law enforcement services through a Request for Proposal (RFP) process. The San Mateo County Sheriff’s Office was the only agency to respond to the RFP and was selected to continue providing contract law enforcement services.

 

DISCUSSION:

The contract is for the term of July 1, 2020 through June 30, 2025, with an option to renew the agreement for one additional five-year term. Under this agreement, the Sheriff’s Office will provide law enforcement services to ensure the security and safety of passengers, employees, contractors and the public who come in contact with the SamTrans and Caltrain transit systems. Services are provided seven (7) days per week, twenty (20) hours per day, between the hours of 5:00am and 1:00am of the subsequent day. Additionally, service will be provided during special events including major sporting events, holiday train, and other activities identified by the District / JPB. The agreement also includes the addition of three Community Service Officers to provide expanded parking and fare enforcement; pedestrian/crowd control; pedestrian control at grade crossings; and clerical and maintenance support as needed.

 

County Counsel has reviewed and approved the resolution and agreement as to form.

 

FISCAL IMPACT:

The agreement is for a five-year term commencing July 1, 2020 through June 30, 2025. Reimbursement to the County in FY 2020-21 totals $6,776,018 and has been included in the Sheriff’s Office FY 2020-21 budget.
