BACKGROUND:
The California Department of Social Services (CDSS) awards annual amounts of Work Opportunity and Responsibility to Kids (CalWORKs) Housing Support Program (HSP) funds to counties that apply and demonstrate the ability to administer the nationally recognized rapid re-housing program model for CalWORKs families who are homeless or at-risk of homelessness.
Rapid re-housing (RRH) is one key component of the homeless crisis response system. RRH programs provide intensive services to individuals and families with significant barriers to returning to housing. RRH is a type of homeless service that provides enrolled clients with intensive housing location assistance, time-limited rental subsidies, and case management.
In June 2019, the Human Services Agency (HSA) released a Request for Proposals for Homeless Services, including continuing RRH Services for the period from July 2020 through June 2023. Abode Services was selected to continue to provide these services because of its experience, qualifications and program approach that best meets the needs of the County.
DISCUSSION:
HSA is requesting to subcontract with Abode Services to provide Housing Support Program RRH Services. The purpose of this Agreement is to provide RRH services under the CalWORKs HSP to address the housing crisis of CalWORKs families at imminent risk of or experiencing homelessness.
