BACKGROUND:

On March 3, 2020, the San Mateo County Health Officer declared a local health emergency and the San Mateo County Manager proclaimed a local state of emergency, in response to the COVID-19 pandemic.

 

On April 7, 2020, this Board ratified an agreement with Aspen Medical International (AMI) Expeditionary Healthcare for the provision of medical and support personnel for County operations. The original AMI Agreement had a term of up to 45 days, from March 23, 2020 to May 8, 2020, for a maximum payment amount of $4,800,861.

 

On April 28, 2020, this Board authorized a first amendment to the Agreement with AMI to extend the term to June 6, 2020 and to increase the maximum amount to $8,001,435.

 

On May 26, 2020, this Board authorized a second amendment to the Agreement with AMI, extending the term by up to an additional 30 days, through July 6, 2020, and to increase the maximum payment amount to $10,617,283.

 

Earlier this month, the County received a contribution from the Peninsula Health Care District in the amount of $3 million to assist with the County’s response to the COVID-19 emergency. One identified use of this contribution is to partially fund the agreement with AMI to continue to support the urgent needs arising in skilled nursing facilities, assisted living facilities, and other congregate care facilities.

 

DISCUSSION:

As of June 23, 2020, there were 2,999 positive cases of COVID-19 in San Mateo County, 501 of which were associated with skilled nursing, assisted living, and other congregate care facilities. Additionally, of the 104 deaths in the County, 71 have been associated with these facilities.

 

Through the Agreement with AMI, a medical strike team comprised of management, support, and clinical staff was established to review the needs in these facilities. To date, AMI has completed 508 site visits to 373 facilities (135 visits were repeat visits) to see the facilities, understand the physical layout of such facilities, and meet with key staff. AMI has also conducted on-site specimen collection for testing at 105 facilities with an additional 22 scheduled in July, enabling the collection of over 6,300 specimens. Finally, AMI has fulfilled more than 1,500 resource requests including the distribution of Personal Protective Equipment (PPE).

 

It is proposed to use the $3 million contribution from the Peninsula Health Care District in order to cover the initial phase of the agreement with AMI from April 7, 2020 through June 6, 2020, as this phase may not be covered by other sources.

 

FISCAL IMPACT:

The Appropriation Transfer Request (ATR) will recognize Unanticipated Revenue in the amount of $3,000,000 from the Peninsula Health Care District to Non-Departmental Services and will appropriate these funds in Non-Departmental Services FY 2019-20 Adopted Budget as of June 30, 2020. The funds will be used to assist with the County’s response to the COVID-19 pandemic by covering the initial phase of the Agreement with AMI.
