B) Approve an Appropriation Transfer Request (ATR) recognizing Unanticipated Revenue in the amount of $3,000,000 from the Peninsula Health Care District to Non-Departmental Services.

BACKGROUND:
On March 3, 2020, the San Mateo County Health Officer declared a local health emergency and the San Mateo County Manager proclaimed a local state of emergency, in response to the COVID-19 pandemic.

On April 7, 2020, this Board ratified an agreement with Aspen Medical International (AMI) Expeditionary Healthcare for the provision of medical and support personnel for County operations. The original AMI Agreement had a term of up to 45 days, from March 23, 2020 to May 8, 2020, for a maximum payment amount of $4,800,861.

On April 28, 2020, this Board authorized a first amendment to the Agreement with AMI to extend the term to June 6, 2020 and to increase the maximum amount to $8,001,435.

On May 26, 2020, this Board authorized a second amendment to the Agreement with AMI, extending the term by up to an additional 30 days, through July 6, 2020, and to increase the maximum payment amount to $10,617,283.

Earlier this month, the County received a contribution from the Peninsula Health Care District in the amount of $3 million to assist with the County's response to the COVID-19 emergency.
