Measure K: Adopt a resolution authorizing a first amendment to the Memorandum of Understanding with the San Mateo County Libraries in support and in furtherance of “The Big Lift” Initiative, and authorizing the County Manager, or designee, to execute the first amendment to the Memorandum of Understanding.

BACKGROUND:

Since 2016, the San Mateo County Libraries (SMCL) has operated The Big Lift Inspiring Summers (BLIS) program in collaboration with school staff and community partners to curb learning loss in the summers between kindergarten and third grade. On March 26, 2019, the County entered into a Memorandum of Understanding (MOU) with SMCL, whereby the County would contribute amounts not to exceed $1,088,012 for FY 2019-20 and $1,088,012 for FY 2020-21 toward the BLIS program.

 

DISCUSSION:

Due to the novel Coronavirus, known as COVID-19, the number of school districts participating in BLIS will be reduced for the Summer of 2020. It is necessary to amend the MOU to include the changes to the SMCL responsibilities for the Summer 2020 program accordingly.

 

FISCAL IMPACT:

There is no fiscal impact associated with the execution of the first amendment to the MOU with SMCL, as there is no change to the amount of Measure K funding for BLIS.
