BACKGROUND:
Your Board has adopted similar resolutions designating parking restrictions.

Section 22507 et al. of the California Vehicle Code and Section 7.32.010 of the County of San Mateo Ordinance Code provides that local authorities may prohibit or restrict the stopping, parking or standing of vehicles by resolution or ordinance.

The Department of Public Works (Department) received a signed petition from a resident for a parking restriction on Arlington Way in the unincorporated area of Menlo Park. The resident requested a "No Parking" zone be established to prevent Menlo Atherton High School students from parking on the 200 and 300 blocks of Arlington Way in unincorporated Menlo Park during school hours. The request cited congested parking, loitering and garbage being left behind by students who avoid parking on campus.

DISCUSSION:
The Department has reviewed the petition and recommends adoption of a resolution to restrict parking at this location. The restriction would establish a "Time Limited No Parking During Specified Hours" zone, Monday through Friday, 7:30 AM to 9:30 AM and 2:00 PM to 4:00 PM, excluding holidays at the locations specified.
