body

BACKGROUND:

On June 18, 2002, your Board adopted Resolution Nos. 065329 and 065330, which established minimum road standard options and a priority list for road improvements in the North Fair Oaks area, respectively.

Loyola Avenue, from El Camino Real to Glendale Avenue, is the next street on priority list to be considered for reconstruction. The Department surveyed all property owners along the street to determine the minimum road standards to be used in the design of the road improvements. The road standard to be used (two 11-foot wide travel lanes with three-foot wide valley gutters on each side of the road from El Camino Real to Glendale Avenue) for this Project is based on the results of the property owner surveys.

On May 19, 2020, your Board adopted Resolution No. 077447, which adopted plans and specifications, including conformance with prevailing wage scale requirements and calling for sealed bids for the above-mentioned project.

DISCUSSION:

On Wednesday, June 10, 2020, bids were accepted for this project and subsequently referred to Public Works for checking and recommendation.  The bid of:

McKim Corporation

60 W. 4th Street, #210

Gilroy, CA 95020

at $524,360.09 was the lowest responsible bid received for the work.  The Engineer’s estimate was $600,000.  A summary of the bids received is attached as Exhibit “A”.

Department staff has determined that this project qualifies for a Categorical Exemption pursuant to Section 15301(c) of the California Environmental Quality Act (CEQA) Guidelines for Implementation, which provides that repair and maintenance of existing streets and highways is exempt from review.  We request your authorization to file a Notice of Exemption for a CEQA Categorical Exemption for this project.

County Counsel has reviewed and approved the resolution and agreement as to form.

FISCAL IMPACT:

The total estimated cost for construction is $576,796.00, which includes authorization for up to $52,435.91 in change orders as the work is bid on a unit price basis. The contingency is used to pay the contractor for any unforeseen conditions not anticipated in the construction agreement documents.

The project is proposed to be financed as follows:

Road Mitigation Fees (South Bayside)                     $564,296.00

Fair Oaks Sewer Maintenance District*                     $    8,100.00

California Water Service Company*                     $    4,400.00

Total Cost                                                                                                                                         $576,796.00

* Resolution No. 064550 executed by your Board on June 19, 2001 authorizes the Director of Public Works to enter into agreements with special districts and utility companies for work less than $50,000 proposed to be done in conjunction with County road projects.

Reimbursement for the cost of performing work for the Fair Oaks Sewer Maintenance District and California Water Service Company will be through individual agreements with utility companies.

There is no impact to the General Fund.
