BACKGROUND:
San Mateo County maintains a homeless crisis response system that aims to prevent homelessness whenever possible and to assist people experiencing homelessness with returning to permanent housing as quickly as possible. Homeless shelters are one key component to a comprehensive homeless crisis response system.

In 2017, the San Mateo County Human Services Agency (HSA) issued a Request for Proposals to seek homeless shelter services. Samaritan House was selected as one of the contractors for shelter services. Samaritan House's Safe Harbor Shelter provides shelter services for homeless individuals including housing-focused case management services to all shelter residents.

On June 27, 2017, this Board entered into an agreement, by Resolution No. 075291, with Samaritan House for the term of July 1, 2017 through June 30, 2020 and a total obligation of $1,800,980.

Effective September 30, 2018, Samaritan House stopped receiving a U.S. Department of Housing and Urban Development ("HUD") Continuum of Care grant for the Safe Harbor shelter. On January 29, 2019 this Board amended this agreement by Resolution No. 076408, with Samaritan House for the term of July 1, 2017 through June 30, 2020 adding $187,250 for a total obligation of $1,988,230 due to the loss of this grant.
