Measure K: Adopt a resolution waiving the Request for Proposal process and authorizing the Chief of San Mateo County Health or her designee to execute agreements with Daly City Peninsula Partnership Collaborative, Institute on Aging, and Peninsula Volunteers, Inc., for the term of July 1, 2020, through June 30, 2021, in an amount not to exceed $417,655.

BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of 30 years.
On December 13, 2016, the Board approved these recommended Measure K allocations for FY 2017-19. On June 6, 2017, and June 5, 2018, the Board approved contracts for: Alzheimer’s Disease and Related Disorders Association, Inc.; Daly City Peninsula Partnership Collaborative (DCPPC); Edgewood Center for Children and Families; Institute on Aging (IOA); and Ombudsman Services of San Mateo County, Inc. for the term July 1, 2017, through June 30, 2018, under Resolution 075222 and for the term July 1, 2018, through June 30, 2019, under Resolution 075920.
On February 12, 2019, the Board of Supervisors, as recommended by staff, approved continuing funding for these ongoing Measure K initiatives for FY 2019-21 under Resolution 076562.
DISCUSSION:
San Mateo County Health requests that the Board adopt a resolution authorizing the Chief of San Mateo County Health or her designee to execute agreements to continue the following Measure K-funded services through the providers listed below. The term for the new agreements with these providers will be July 1, 2020, through June 30, 2021.
Daly City Peninsula Partnership Collaborative - Friendly Visiting and Meals Express program ($155,850)
The DCPPC Friendly Visiting and Meals Express program provides services to alleviate the isolation felt by older adults and persons with disabilities, while maximizing their ability to age in place. DCPPC will provide emergency meals, groceries, or brown bag delivery assistance to homebound seniors or disabled adults who have recently been discharged from the hospital and do not immediately qualify for home-delivered meals, or who have been placed on a waiting list for home-delivered meals service.
Institute on Aging - Friendship Line ($218,545)
The IOS’s Friendship Line (Friendship Line) provides services to older adults and adults with disabilities in San Mateo County. The Friendship Line is the only 24-hour hotline in the U.S. offering suicide intervention and prevention for seniors and disabled adults, and it provides crisis support services, including a unique call-out service. The funding sought through the current resolution represents San Mateo County’s standard financial contribution to the operation of the Friendship Line whereas the funding approved on April 7, 2020, was a one-time contribution to the Friendship Line to support its increased call volume during the COVID-19 crisis for FY 2019-20.
Peninsula Volunteers, Inc.- Supplemental Meals on Wheels ($43,260)
Peninsula Volunteers, Inc. (PVI) provides Supplemental Home Delivered Meals to adults between the ages of 18-59 with a disability, homebound because of incapacitating disability and/or illness, with a lack of needed caregiver assistance from family or other resources that can aid in the provision of meals, and who can live at home if meals are provided, but are unable to prepare or obtain nutritious meals. Recipients have been assessed with a nutritional risk rating of 6+ (per the California Department of Aging definition) and fulfill the requirements that they pay for a portion of each meal.
A waiver of the Request for Proposals process is requested for these agreements because staff have determined that the selected provider is the sole source for these services provided pursuant to each agreement.
The agreements and resolution have been reviewed and approved by County Counsel as to form. The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate per agreement).
The resolution also contains a provision to allow the Chief of San Mateo County Health or her designee to modify the performance measures to implement changes in the reporting requirements, as may be appropriate to help the County more effectively communicate information about Measure K programs.
It is anticipated that: the number of calls in and calls out per year for IOA is 1,800 calls in and 3,600 calls out; the number of meals delivered per year for DCPP is 3,600 meals; and the number of supplemental home delivered meals to adults under 60 for PVI is 7,661 meals per year.

FISCAL IMPACT:
The term of the agreements is July 1, 2020, through June 30, 2021. The total amount of Measure K funds included in the above contracts for FY 2020-21 is $417,655. Funding for these agreements will be included in the Aging and Adult Services FY 2020-21 Recommended Budget.
