BACKGROUND:

On March 3, 2020, the County’s Health Officer issued a “Declaration of Local Health Emergency Regarding Novel Coronavirus 2019,” and the County Manager, as the County’s Director of Emergency Services (the “Director”), issued a proclamation of local emergency pursuant to Government Code section 8630 and Chapter 2.46 of the County’s Ordinance Code, which was ratified by this Board on March 10, 2020, pursuant to Government Code section 8630, and extended by this Board on April 7, 2020, until such time as the local emergency is terminated (the “COVID-19 Local Emergency”).

 

In response to the COVID-19 Local Emergency, the County of San Mateo’s Emergency Operations Center (EOC) was engaged to assist in the County’s response. Pursuant to Section 2.83.040 of the County Ordinance Code, the Director entered into an agreement with Complete Restoration Inc dba SERVPRO of Palo Alto (“Contractor”) for the provision of cleaning services at the County’s alternative care sites for members of the vulnerable homeless population for an amount not to exceed $350,000 (the “Agreement”).

 

On April 7, 2020, pursuant to Resolution 077328, this Board ratified the Agreement with the Contractor.

 

On June 1, 2020, pursuant to Resolution 077305, the Director authorized an amendment to the Agreement to add certain provisions consistent with federal emergency procurement requirements as required by the Federal Emergency Management Agency, revise the cost for services, extend the term to September 30, 2020 and increase the amount payable under the Agreement by $150,000 to an amount not to exceed $500,000.

 

DISCUSSION:

Contractor is a highly experienced provider of cleaning and restoration services and has operated continuously in California since 1967. The services provided include disinfecting and sanitizing all nonporous surfaces in patient rooms and debris removal.

 

These services have significantly contributed to the containment and mitigation of the spread of COVID-19 among vulnerable populations in non-congregate settings throughout the County. Due to the ongoing COVID-19 Local Emergency, the County has a continuing need for the support services provided by Contractor and staff therefore recommends this Board authorize a second amendment to increase the maximum fiscal obligation by $528,469 to an amount not to exceed $1,028,469.

 

FISCAL IMPACT:

The value of the amendment is $528,469. The Agreement was included in the COVID-19 Appropriation Transfer Request (ATR) approved by this Board on June 2, 2020.
