BACKGROUND:

Under the auspices of the California Public Utilities Commission (CPUC), Pacific Gas and Electric Company (PG&E) offers Local Government Partnership (LGP) programs that use public goods funds paid by ratepayers on utility bills to fund energy efficiency projects in the PG&E service areas of the local government’s jurisdiction. The City/County Association of Governments (C/CAG) has been the LGP in San Mateo County since 2009.

 

On December 9, 2008, your Board authorized the initial execution of an Agreement between the County and C/CAG, for the County to provide staff services for the newly-established San Mateo County Energy Watch Program (SMCEW) from October 9, 2008, through March 31, 2011, in the amount of $750,000. Your board authorized similar agreements from 2012 through June 2020 program cycles. The current Agreement expires on June 30, 2020.

 

The SMCEW program has consistently met established energy-savings goals as set forth by PG&E. In 2019, the CPUC and PG&E modified the LGP program, shifting goals from energy savings to number of customer contacts and resulting projects referred to implementors.

 

DISCUSSION:

C/CAG has executed a LGP contract with PG&E to implement the SMCEW program for fiscal years 2020-21 through 2022-23. The proposed agreement between C/CAG and the County is subsequent to the LGP contract between C/CAG and PG&E.

 

This proposed agreement between C/CAG and the County requires County staff to perform work to meet the General and Specific Conditions of the LGP contract between C/CAG and PG&E. This scope is consistent with previous agreements between C/CAG and the County for staff services to administer the program. Through this agreement, County staff will administer and implement the SMCEW program, including updating the existing program management plan and outreach materials for FY 2020-21, providing updates to program stakeholders through presentations, providing customer outreach, referring project opportunities to implementors, and preparing reports and invoices to PG&E and the CPUC on behalf of C/CAG. Through this program, County staff will also coordinate the Regionally Integrated Climate Action Planning Suite (RICAPS) effort, which provides countywide climate action planning resources, specifically emission inventories, and coordination of a climate and public facilities working group for C/CAG, the cities, and the County.

 

Standard language has been included in the Board’s Resolution to provide the Office of Sustainability’s Director the authority to execute amendments to the term or services, including the agreement amount up to the standard $25,000 (in aggregate) amount.

 

County Counsel has reviewed and approved the agreement and resolution as to form.

 

FISCAL IMPACT:

The term of the agreement is July 1, 2020, through July 31, 2023; during which, the County will receive funds in the amount of $476,980 from C/CAG to provide staff services for the SMCEW program. There is no Net County Cost associated with the agreement and both the revenue and expenditure have been included in the Office’s FY 2020-21 Recommended Budget.
