Adopt a resolution:
A) Adopting plans and specifications, including conformance with prevailing wage scale requirements for San Mateo Medical Center Prevent Self Harm and Ligature Project; and
B) Authorizing the publication of a Notice to Contractors twice in a weekly local newspaper of general circulation in the County; and
C) Authorizing the Director of Public Works to call for sealed bids to be received on Thursday July 2, 2020 at 2:30 pm in the office of the Clerk of the Board of Supervisors; and
D) Authorizing the Director of Public Works to extend the call for bids and bid opening up to 60 calendar days beyond the time and date originally set forth by the Board of Supervisors.

BACKGROUND:
San Mateo Medical Center’s (SMMC) Patient's Rights under the Centers for Medicare and Medicaid Services (CMS) Conditions of Participation (CoP) provides all patients with the right to care in a safe setting. SMMC was notified by CMS of existing ligature risks as a result of the triannual Joint Commission accreditation survey which was conducted in December 2018. The Joint Commission’s subsequent report issued on January 4, 2019 included the findings that SMMC’s psychiatric treatment areas had existing ligature risks in the Psychiatric Emergency Services (PES) Unit and the inpatient Psychiatric Unit located on the third floor of the Nursing Wing.
A ligature risk is defined as anything which could be used to attach a cord, rope, or other material for the purpose of hanging or strangulation. As part of the correction requirements, a project timeline was submitted by SMMC for a construction improvement project for the correction of the potential ligature risks.
SMMC is currently under waiver status with the Joint Commission and CMS until the facility environmental risks are resolved. Monthly reports are submitted to the Joint Commission and CMS from SMMC’s Quality Department, providing status updates to SMMC’s project plan, and adherence to the conditions of the waiver.
DISCUSSION:
The SMMC project plan includes a Ligature Safe Work Group with representatives from all facets of hospital administration and Department of Public Works (Department) Capital Projects management. The Department retained the services of Smith Karng Architecture for the design of the required improvements, and to obtain approval of the design and a permit from Office of Statewide Planning and Development (OSHPD). OSHPD approved the plans for construction on January 21, 2020.
The Project scope of work includes replacing existing acoustical tile ceiling systems with drywall ceiling systems; replacing existing fixtures, devices, and associated appurtenances; and replacing existing door hardware with new door hardware that meet approved anti-ligature requirements. It also involves electrical, mechanical, and plumbing modifications; painting; and remodeling the men’s and women’s restrooms in the Psychiatric Unit on the third floor of the Nursing Wing to conform to current building code and include anti-ligature fixtures and finishes.
Project construction is comprised of three construction phases. For each phase, the inpatient Psychiatric Unit and the Psychiatric Emergency Services Unit census will be reduced to lessen the overall construction schedule duration and cost of the Project. Upon completion of this Project, SMMC will confirm compliance with the Joint Commission and CMS to provide a safer environment for psychiatric patient care.
County Counsel has reviewed and approved the resolution as to form.
FISCAL IMPACT:
There is no fiscal impact associated with this action. The San Mateo Medical Center has committed $3,812,000 necessary for estimated construction phase costs. Actual project construction costs will be based on the lowest responsible bid received.
