BACKGROUND:

Telecare Corporation (Telecare) operates Cordilleras Mental Health Rehabilitation Center (Cordilleras). Cordilleras provides psychiatric treatment services and direct observation therapy services for non-adherent tuberculosis (TB) patients referred by local jurisdictions in Northern California. The California Department of Public Health (CDPH) allocates pass through funding to San Mateo County, Division of Public Health, Policy, and Planning (PHPP) to pay Telecare for these services.

 

Telecare is a sole source provider of these services in San Mateo County.

 

DISCUSSION:

The CDPH TB Control Branch provides funding to San Mateo County for the provision of civil detention services.

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

 

It is anticipated that in fiscal year 2020-21 San Mateo County will monitor and case manage 83 people with active TB cases to ensure they are no longer infectious.

FISCAL IMPACT:

The term of the agreement is July 1, 2020 through June 30, 2023. The amount of the agreement is not to exceed $321,930 for the three-year term. Funds in the amount of $107,310 are included in the PHPP FY 2020-21 Recommended Budget. Similar arrangements will be made for future years.
