Subject: Purchase Orders with VWR International for Lab Equipment and Supplies

Adopt a resolution authorizing the Director of the Project Development Unit, or designee, to execute purchase orders with VWR International, LLC to procure, furnish and install furniture, laboratory equipment, and supplies for the San Mateo Health Campus Project in an amount not to exceed $220,000.

BACKGROUND:
In March 2017, this Board approved the San Mateo Health Campus Project which includes renovation of the nursing wing ground floor and central plant to relocate essential services, demolition of campus administration buildings built in 1954, and construction of a new administration building.
The County of San Mateo Health Campus uses VWR International, LLC (VWR) as the Public Health Laboratory vendor for lab furnishings, equipment, and supplies. New furniture and equipment for the new Public Health Laboratory will be ordered, in addition to reusing existing lab furnishing and equipment previously provided by VWR.
DISCUSSION:
VWR is a market leading vendor for lab furnishings, equipment, and supplies. VWR offers key benefits that include competitive discounted rates as agreed upon in a Master Agreement, reuse of existing furnishings rather than purchasing all new equipment, and
substantial cost savings.
NASPO ValuePoint, the cooperative arm of the National Association of State Procurement Officials (NASPO), awarded VWR a competitively solicited cooperative purchasing agreement under Master Agreement No. MA16000234-2. The pricing of laboratory furnishings, equipment, and supplies has been assessed to be fair, reasonable and competitive. The use of this contract and others solicited by VWR, is made available to government agencies without having to go to bid.
The Project Development Unit recommends that the County to enter into purchase order and any other necessary agreements with VWR for the purchase of laboratory furnishings, equipment, and supplies for the San Mateo Health Campus project.
The resolution contains the County standard provisions allowing amendment of County fiscal obligations by a maximum of $25,000 (in aggregate).
County Counsel has reviewed and approved the resolution as to form.
FISCAL IMPACT:
The costs of the purchase orders will be paid for by the San Mateo Health Campus Upgrade Project funds and the San Mateo Medical Center. Appropriations for these goods and services were included in the FY 2019-21 Adopted Budget. There is no impact to Net County Cost.
