BACKGROUND:
On January 10, 2017, your Board adopted Resolution No. 074982, which authorized the Agreement with HydroScience Engineers, Inc. (HSE) to provide an updated feasibility study, permitting services, prepare plans and specifications, and provide bidding and construction administration support related to the Memorial Park Wastewater Treatment and Infrastructure Replacement Project in the amount of $1,000,240.

On October 22, 2019, your Board adopted Resolution No. 077012, which authorized Amendment No. 1 with HSE to extend the term through January 1, 2021, and increase the amendment amount by $433,648 to an amount not to exceed $1,433,888 for ongoing design, constructability analysis, permitting, design of remote control functionality for the system, and extended construction management duration and inspection services.

DISCUSSION:
Amendment No. 2 extends the term through June 1, 2021 and increases the not to exceed amount of the agreement by $218,550. Anderson Pacific Engineering Construction (APEC) is the Contractor for the Project and began work on the Project in August 2019. APEC had initially estimated that the Project would take 11 months to complete.
