BACKGROUND:

In 2011, California Assembly Bill 109 (AB 109) was passed.  With the passage of the bill, major changes to the State of California’s Department of Corrections and Rehabilitation System created information sharing and analytical gaps for the law enforcement agencies in San Mateo County.  The San Mateo County Police Chiefs and Sheriff Association (SMCPCSA) identified the need for the development of Intelligence-Led Policing practices to understand the post-AB 109 Realignment public safety service requirements.

 

The State of California allocated funds to the SMCPCSA to provide improved countywide analysis and planning dedicated to Intelligence-Led Policing support and AB 109 Realignment activities.  The City of Daly City Police Department was selected by the SMCPCSA as the fiscal agent to receive funding from the California Governor’s Office on behalf of the SMCPCSA.

 

On July 1, 2014, the Northern California HIDTA began contracting with the City of Daly City for reimbursement of services provided by a Lead Intelligence Analyst.  In March 2018, the Northern California HIDTA Executive Committee and the Sheriff determined it was in the best interest of the County for the Lead Intelligence Analyst position to reside in and be overseen by the Sheriff’s Office.

 

DISCUSSION:

The SMCPCSA requests to continue to contract with the County of San Mateo through an agreement with the City of Daly City Police Department.  The Sheriff’s Office is requesting this Board authorize an agreement with the City of Daly City Police Department for reimbursement of services provided by a Lead Intelligence Analyst.  The City of Daly City Police Department will reimburse the County of San Mateo for actual hours worked, including but not limited to overtime hours worked, all mandatory benefits, as well as travel and training costs.

 

In addition, the Sheriff’s Office is requesting this Board authorize the Sheriff or Sheriff’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

County Counsel has reviewed and approved the resolution and agreement as to form.

 

FISCAL IMPACT:

The term of the agreement is July 1, 2020 through June 30, 2021, in an amount not to exceed $112,000.  This amount is the projected remaining balance of funds from the AB 109 Realignment grant.  The remaining balance necessary to fund the Lead Intelligence Analyst position will be funded by the Sheriff’s Office FY2020-21 Approved Budget.
