Adopt a resolution authorizing an agreement with the California Department of Health Care Services for reimbursement of administrative costs for the AB 915 program, for the term of July 1, 2020 through June 30, 2021, in an amount not to exceed $195,000.

BACKGROUND:

The purpose of the agreement is to reimburse the California Department of Health Care Services (CDHCS) for administrative costs associated with the administration of the Public Hospital Outpatient Services Supplemental Reimbursement Program (PHOSSRP) AB 915 program.

 

DISCUSSION:

CDHCS will develop and implement a plan for the administration of the PHOSSRP AB 915 program. CDHCS will submit claims on behalf of San Mateo Medical Center (SMMC) for Federal Financial Participation reimbursement and submission of the supporting detail based on expenditures for AB 915 services.

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).


It is anticipated that 100% of the claims filed by CDHCS on behalf of SMMC will comply with PHOSSRP requirements for submission.

FISCAL IMPACT:

The term of the agreement is July 1, 2020 through June 30,2021. The amount of the agreement is not to exceed $195,000 for the one-year term. Funds in the amount of $195,000 will be included in the SMMC FY 2020-21 Recommended Budget.

 

Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care is covered by the County’s General Fund contribution to SMMC and is within the existing annual appropriation.
