Adopt a resolution authorizing:

 

A)                     Master Funding Agreement with Metropolitan Transportation Commission to receive $110,000 Priorities Conservation Area grant for planning study to assess feasibility adaptation scenarios along the Colma Creek Corridor; and

 

B)                     Waiver of the Request for Proposals process for preparation of planning study to assess feasibility adaptation scenarios along the Colma Creek Corridor; and

 

C)                     Consulting Agreement with Hassell Design Ltd. in an amount not to exceed $110,000 for preparation of planning study to assess feasibility adaptation scenarios along the Colma Creek Corridor.

BACKGROUND:

In 2019, the County of San Mateo (the “County”) successfully applied for a $110,000 Priorities Conservation Area Grant (“PCA Grant”) from the Metropolitan Transportation Commission (“MTC”) for an adaptation study of the Colma Creek Corridor, an area that includes parts of unincorporated County north of Guadalupe Canyon Parkway, Daly City, Colma, and South San Francisco (the “Corridor”).  The Corridor, which is currently regulated by a concrete flood control channel, has a history of flooding and offers limited shoreline access to the surrounding communities. 

 

The $110,000 PCA Grant requires a 2:1 match.  Therefore, it will be combined with an existing $220,000 SB 1 Grant from Caltrans (the “SB 1 Grant”), which funded an adaptation study of the Corridor from Colma Creek to Highway 101, to extend that study from Highway 101 to the San Francisco Bay (the “Adaptation Study”).  The Adaptation Study seeks to both improve the carrying capacity of the Corridor’s existing flood control channel to protect against future flooding and transform the Corridor into a community asset by increasing access to the shoreline through a series of active public spaces. 

 

MTC contracted directly with Hassell Design Ltd. (“Hassell”) to perform the first leg of the Adaptation Study from Colma Creek to Highway 101 funded by the SB 1 Grant.  Thus, Hassell has been selected to extend the Adaptation Study and will be paid up to $110,000 by the County through a separate consulting agreement (the “Consulting Agreement”) using the $110,000 PCA Grant.  

 

DISCUSSION

The proposed resolution seeks approval of both the Master Funding Agreement with MTC and the Consulting Agreement with Hassell, which work in tandem. 

 

To satisfy the 2:1 match required for the PCA Grant, the Master Funding Agreement matches the SB 1 Grant ($220,000) with the PCA Grant ($110,000), for a total amount of $330,000.  The County will advance up to $110,000 in the form of payments to Hassell for work on the Adaptation Study under the Consulting Agreement and will then be reimbursed by MTC in phases under the Master Funding Agreement based on Hassell meeting four specific deliverables:  (1) updated analysis of Adaptation Study; (2) first draft Adaptation Study report; (3) second draft Adaptation Study report; and (4) final Adaptation Study report.  The County’s Consulting Agreement with Hassell includes the same four deliverables and a not-to-exceed amount of $110,000. 

 

Staff from the newly-independent San Mateo County Flood and Sea Level Rise Resiliency District, which has unique expertise in the subject areas covered by the Adaptation Study, will assist the County in monitoring work performed by Hassell pursuant to the Consulting Agreement. 

 

Staff recommends that the Board waive the Request for Proposals (“RFP”) process for the Consulting Agreement, as doing so would be in the best interest of the County.  Specifically, retaining Hassell, which is already performing work on the Adaptation Study pursuant to the SB 1 Grant, provides consistency to the Adaptation Study, an efficiency of services, and the ability to meet the 2:1 match required for the PCA Grant.                     

                     

The proposed Master Funding Agreement, Consulting Agreement, and resolution have been reviewed and approved by County Counsel as to form.

 

FISCAL IMPACT:

This resolution will have no net fiscal impact the County.  As explained above, though the County will advance up to $110,000 in the form of payments to Hassell pursuant to the Consulting Agreement, all such funds will be reimbursed by MTC through the PCA Grant pursuant to the Master Funding Agreement.
