Adopt a resolution authorizing:
A) Master Funding Agreement with Metropolitan Transportation Commission to receive $110,000 Priorities Conservation Area grant for planning study to assess feasibility adaptation scenarios along the Colma Creek Corridor; and
B) Waiver of the Request for Proposals process for preparation of planning study to assess feasibility adaptation scenarios along the Colma Creek Corridor; and
C) Consulting Agreement with Hassell Design Ltd. in an amount not to exceed $110,000 for preparation of planning study to assess feasibility adaptation scenarios along the Colma Creek Corridor.

BACKGROUND:
In 2019, the County of San Mateo (the "County") successfully applied for a $110,000 Priorities Conservation Area Grant ("PCA Grant") from the Metropolitan Transportation Commission ("MTC") for an adaptation study of the Colma Creek Corridor, an area that includes parts of unincorporated County north of Guadalupe Canyon Parkway, Daly City, Colma, and South San Francisco (the "Corridor"). The Corridor, which is currently regulated by a concrete flood control channel, has a history of flooding and offers limited shoreline access to the surrounding communities.
