BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

On February 12, 2019, the Board of Supervisors (Board) held a study session on
Measure K expenditures and anticipated revenue for fiscal years (FY) 2019-21. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study session to, among other things, work with staff to facilitate the Board's development of Measure K priorities and continuing initiatives for FY 2019-21. The Board approved $3.75 million in one-time loans or grants each fiscal year for FY 2019-21, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 4 and District 3 have submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds, which were approved by the Board in December 2018.  

 

 

 

PROJECT SUMMARY:

This is a request to authorize a grant to California Clubhouse and resulting grant agreement in an amount not to exceed $100,000 to provide continued and evolving programming and services during the emergency COVID-19 shelter-in-place and subsequent recovery period.  The County Manager’s Office will administer and manage the proposed agreement.

 

California Clubhouse is dedicated to offering hope, encouragement, and opportunities to people who live with mental illness. The organization opened its doors in San Mateo County in April 2015 and has since worked to empower and dignify those living with mental illness on the Peninsula.

 

As a result of the COVID-19 pandemic, California Clubhouse quickly adapted to virtual services and programming, including a weekday Morning Meeting for members to connect and review upcoming programming. It is focusing on Young Adult and Wellness programming, as well as Career Development and Support. Daily virtual group walks, “Lunch and Learn” seminars covering topics such as sleep, and a weekly Wellness Letter keep staff and members connected and engaged. Staff has organized virtual social events and relevant informational updates regarding the Health Officer’s orders, with specific attention to how young adults interact on social media. Members who join the weekly virtual Job Club discuss unemployment, employee rights, online learning skills, and have the option to engage with employment support like resume writing, job search aid, etc. The staff is also maintaining food, health and hygiene supplies for members through care package delivery.

 

California Clubhouse has not been awarded loans from the federal government and their annual gala that supports the organization was cancelled as a result of the shelter-in-place order leaving them with a serious budget shortfall.  Funds awarded through district-discretionary Measure K funding will be used to maintain the current level of services and aid, of the type described in the paragraph above, although continued adjustments to the form or format of programming may be made as the situation changes into the summer of 2020 and beyond. The proposed term of the agreement is from May 19, 2020 to June 30, 2021.

 

Total Measure K Request: Not to Exceed $100,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:
