BACKGROUND:
The San Mateo County STD/HIV Program (SMSH) has received funding from the federal Housing Opportunities for Persons with AIDS Program (HOPWA) to provide housing services to San Mateo County residents affected by HIV/AIDS. For the past 20 years, SMSH has contracted with Mental Health Association of San Mateo County (MHA) to provide housing and housing-related services.

DISCUSSION:
Under this agreement, MHA will provide short-term rent and mortgage assistance, benefits counseling, and case management services to County residents affected by HIV/AIDS. A Request for Proposals was released in January 2017, and MHA was the sole bidder with a proposal to provide housing and related services. The selection committee reviewed the proposal and determined that it met service requirements.

The resolution contains the County's standard provisions allowing amendment of the County's fiscal obligations by a maximum of $25,000 (in aggregate).

The contractor shall be paid in accordance with all terms and conditions included in original agreement through June 30, 2020, or until amended agreements are completed.

The agreement and resolution have been reviewed and approved by County Counsel as to form.

It is anticipated that 95% of clients receiving housing assistance services will maintain or improve their quality of life.
