Adopt a resolution authorizing the acceptance of an award from the California Department of Public Health to implement public health activities to address gaps in core public health functions, for the term of February 1, 2020 through June 30, 2023, in an amount not to exceed $513,927.16.

BACKGROUND:
California Department of Public Health (CDPH) is offering grants to address gaps in core public health functions within the local health jurisdiction. CDPH requests that these grants address gaps resulting from increases in workload for high priority, preventable infectious diseases.
DISCUSSION:
Funding from this award will be used to offset the cost of 1.0 FTE Epidemiologist II with the Public Health, Policy, and Planning (PHPP) division, who will work with the Center for Disease Control Quarantine Station based at San Francisco International Airport to coordinate responses to communicable disease investigations from travelers.
This agreement is coming to the Board late due to delays with the CDPH agreement, which was not received by the County until late March 2019.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement and resolution have been reviewed and approved by County Counsel as to form.
It is anticipated that the PHPP Epidemiologist will submit one developed protocol for communicable disease investigations to CDPH annually.

FISCAL IMPACT:
The term of this agreement is February 1, 2020 through June 30, 2023. The amount not to exceed is $513,927.16 for a three-year term, of which $171,309 is included in the PHPP FY 2020-21 Recommended Budget. $171,309 will be included in the PHPP FY 2021-22, FY 2022-23, and FY 2023-24 Recommended Budgets. Since the County is receiving these funds and no matching funds are required, there is no Net County Cost associated with this agreement.
