BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On February 12, 2019, the Board of Supervisors (Board) held a study session on Measure K expenditures and anticipated revenue for fiscal years (FY) 2019-21. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study session to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FY 2019-21. The Board approved $3.75 million in one-time loans or grants each fiscal year for FY 2019-21, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 5 has submitted a request to use its district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

Canepa) -Bayshore Elementary School District: Due to the COVID-19 pandemic, the Bayshore School, a PK-8th Grade school, needs additional resources to support their school community, including: 1) food and supplies to expand their daily lunch service to include the adult family members of households that qualify for free or reduced lunch; 2) Staff and materials to provide a Reading Intervention program either this summer/fall for students falling below grade level due to the school closure order; and 3) funds to pay for a virtual promotion ceremony for their 8th grade students.

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

 

PROJECT SUMMARY:

This is a request to authorize a grant to the Bayshore Elementary School District, and resulting grant agreement, in an amount not to exceed $60,815, to provide for their COVID-19 response needs including food and supplies in order to provide lunch for families, to provide a virtual promotion ceremony for their 8th grade students, and for reading intervention for students who have fallen behind. The County Manager’s Office will administer and manage the proposed agreement.

The Bayshore Elementary School District has not received any Measure K funding in the past.

Given these unprecedented times, and the unusual strain that COVID-19 has put on the schools and educators, it is important to support them in meeting the needs of their students and their students’ families.  The Bayshore School is a PK-8 public school located in Daly City.  They are the only public school in the Bayshore Community having recently consolidated their schools in order to build a 21st Century Learning Environment which opened in September 2017.  With a staff of 50 full- and part-time employees and countless parent and community volunteers who contribute to the education and ongoing success of their children, they serve 420 students (PK-8). Their student body is both ethnically and economically diverse including Hispanic, Filipino, Asian, Pacific Islander, Black or African-African, and Caucasian families.  Within their student population, 69% of their families are considered low income and qualify for free and/or reduced lunch.

 

Since the San Mateo County Health Officer’s order to shelter in place to try to limit the spread of COVID-19, the Bayshore School was forced to close their doors as of March 16, 2020.  Now that the Department of Education has asked schools to remain closed for the remainder of the year, the Bayshore School requires funds in order to meet the needs of their students and their families. 

 

The following is more detail on each of their needs:

 

Food and Supplies for Expanded Lunch Service - $7,200 (completion date: June 5, 2020)

Although the Bayshore School’s doors are closed, they have continued to provide meals for the 150 students who are food insecure and deeply rely on the school’s lunch program.  Lunches are available from 10am-1pm for pickup, and one of their staff is responsible for delivering 25 lunches to the students who have certain circumstances that make it difficult for them to travel to the school each day. 

 

Many of these families face extreme economic hardship, especially as so many businesses were forced to cease operation due to COVID-19.  This leaves both the adults and the children facing food insecurity.  With the Bayshore School’s kitchen in full operation, they would like to extend their meal services to the adults in these households, through the end of the school year.  This would enable them to extend meal pickup and delivery services to the broader Bayshore School community, serving meals to a total of approximately 225 people.

 

Reading Intervention for Students Below Grade Level: $46,115 (completion date: June 4, 2021)

The Bayshore School has experienced some challenges providing distance learning for all of their students during the school closure.  Although their teachers and administration have tried to quickly adapt to provide their students with instruction (either via packets of materials, or via virtual online classrooms), it is clear that some students are already falling behind.  This is an extremely unfortunate consequence of the COVID-19 virus, and it is one that the school will likely be dealing with well into the next school year.

 

The Bayshore School has therefore requested funds to provide additional staff and materials beginning this summer to implement an intensive Reading Intervention Program targeted towards those students who have fallen below reading at grade-level.  With a targeted and intensive program, the goal would be to get all students back to grade level by the end of the 2020/2021 school year.

 

The budget includes $26,780 for additional staffing costs over the summer months and the 2020-2021 school year, and $19,335 of reading materials for all grade levels to be used in this intensive intervention program.

 

Virtual Promotion Ceremony for 8th Graders - $7,500 (completion date: June 5, 2020)

Public health concerns over COVID-19 have made it impossible to hold large gatherings of people for the foreseeable future, which means the 8th Grade students at the Bayshore School will not be given a proper sendoff as they enter into High School.  The Bayshore School would therefore like to request funds to hire a production company that will design and implement an online promotion ceremony so that all of their deserving 8th graders and their families, can celebrate this important milestone.

The Bayshore School would use the services of a production company to provide an online event that closely replicates the in-person ceremony they would normally conduct.  All attendees would join from their homes, the online platform would allow for multiple speakers, a live remote audience, a moderated live chat, and even musical performances.  Given the importance of this milestone, it is important for the school community to come together and celebrate these students, and to rise above the challenges and strains that COVID-19 has placed on their community.

 

Total Measure K Request: Not to Exceed $60,815

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:
