BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On February 12, 2019, the Board of Supervisors (Board) held a study session on Measure K expenditures and anticipated revenue for fiscal years (FY) 2019-21.  The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study session to, among other things; work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FY 2019-21.  The Board approved $3.75 million in one-time loans for grants each fiscal year for FY 2019-21, divided equally among the five supervisorial districts, for district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum.

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

PROJECT SUMMARY:

This is a request to authorize a grant to Peninsula Family Service, and resulting grant agreement in an amount not to exceed $100,000 to provide bridge funding so that the “Got Wheels Program” may continue operation until Caltrans funding is released, and to expand the current service area beyond Daly City to an additional 25 members in Brisbane and Colma areas.  The program provides subsidized taxi rides for Daly City, Colma and Brisbane seniors, funding for a part-time (.9 FTE) staff person to provide outreach, handle membership registration, coordination with the taxi vendor and program marketing. The County Manager’s Office will administer and manage the proposed agreement.

District-discretionary Measure K funding for this organization has previously been provided as listed below: 

                     Got Wheels Program: $100,000, May 2019 (District 5)

                     Age Friendly Seminar: $1,500, November 2017 (District 5)

One of the main reasons older adults do not keep their medical appointments is the absence of accessible transportation. As a result, they are less likely to attend regular checkups and other medical appointments that are preventative in nature, thus leading to increased emergency room visits and medical care expenses. There is also a direct link between lack of transportation and feelings of isolation in older adults. Many older adults become more isolated when they do not have transportation. Studies have shown that being isolated and lonely directly affects one’s emotional and physical health. This service would connect people to opportunities for supportive social services and opportunities for cultural and personal enrichment.

 

The successful Got Wheels Pilot operated in Fiscal Year 2019-20 proved that the demand for this type of transportation service is great. By September 2019, more than 100 older adults had registered. Currently there are 131 Daly City members participating and there are 78 more people on the waiting list. 

Peninsula Family Service has applied for Caltrans 5310 Enhanced Mobility of Seniors and Individuals with Disabilities funding to continue and expand the Got Wheels services to all cities in North San Mateo County, including Brisbane, Burlingame, Colma, Half Moon Bay, Hillsborough, Millbrae, Montara, San Bruno and South San Francisco. The project is pending approval at the March 25-26 California Transportation Commission meeting, but funds may not be available for an additional year thereafter. This Measure K request is to provide bridge funding until the Caltrans funds are released to Peninsula Family Service.

           

Peninsula Family Service proposes to provide effective, affordable, on demand taxi services to 125 residents, 70 years and older, who live in Daly City, Colma and Brisbane during the 12-month program. Got Wheels will provide each participant up to an average of 6 rides per year if necessary within the Daly City, Brisbane and Colma area.  The rider would pay only $5.00 per ride; the program would subsidize the remainder of each ride.

 

Participants would complete an application in person, online or by mail. A preloaded membership card would subsequently be sent to the participant. The card would then be reloaded every month for the year. The participant then schedules needed rides on demand on a 24-hour-per-day, seven days -per-week basis. Taxi rides will be provided by Serra Yellow Cab, which has wheelchair accessible vehicles when needed. Peninsula Family Service has contracted with Sera Yellow Cab for more than seven years to provide rides to older adults.

 

Peninsula Family Service will prepare promotional material and conduct outreach within the Daly City, Colma and Brisbane area.

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2019-2020 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2019-20 Adopted Budget.
