B)                     The Director of Public Works to execute subsequent change orders to grant time extensions for project completion and payment up to a maximum aggregate amount not to exceed $79,668, or approximately 10 percent of the agreement amount.

BACKGROUND:

On March 24, 2020, your Board adopted Resolution No. 077323, which adopted plans and specifications for the Preventative Maintenance of Madera Lane Bridge in the San Gregorio Area of San Mateo County (Project), including conformance with Federal prevailing wage scale requirements, and authorized the Director of Public Works to call for sealed bids to be received.

DISCUSSION:

On Thursday, April 30, 2020, bids were accepted for this Project and subsequently referred to Public Works for checking and recommendation.  The bid of:

at $796,676 was the lowest bid received for the work. The Engineer’s Estimate was $929,489. A summary of the bids received is attached as Exhibit “A”.

 

The Department obtained a National Environmental Policy Act Categorical Exclusion and the required regulatory permit for this Project.  This Project qualifies for a Categorical Exemption pursuant to Section 15301(c) of the California Environmental Quality Act (CEQA) Guidelines for Implementation.  The Department filed the CEQA Notice of Exemption for this Project after the Board executed Resolution No. 075934 on June 5, 2018 authorizing this action.

 

County Counsel has reviewed and approved the resolution and agreement as to form. 

 

FISCAL IMPACT:

The total estimated cost of construction is $876,344, which includes authorization for up to $79,668 in change orders as the work is bid on a unit price basis.  The contingency is used to pay the contractor for any unforeseen conditions not anticipated in the construction agreement documents.  Construction costs will be reimbursed by the Federal Bridge Preventative Maintenance Program (BPMP) up to an amount equal to $552,548 based on the estimated cost of the Project.  The BPMP funds are administered by Caltrans and the Department will request additional BPMP funds to the maximum reimbursable amount allowed, which is 88.53 percent of the construction costs.  Additional BPMP funds may not be granted by Caltrans to the Project.  Sufficient SB1 Funds (Senate Bill 1 Road Maintenance and Rehabilitation Account Funds) have been budgeted to finance the construction costs as the BPMP funding is on a reimbursable basis.  The County will seek BPMP reimbursements from Caltrans to reimburse the SB1 Fund.
