A)                     Adopting plans and specifications, including conformance with prevailing wage scale requirements for the Reconstruction of Loyola Avenue from El Camino Real to Glendale Avenue in the North Fair Oaks Area; and

 

B)                     Authorizing the Director of Public Works to call for sealed proposals to be received by Wednesday, June 10, 2020 at 2:30 p.m., in the office of the County Manager/Clerk of the Board of Supervisors; and

 

C)                     Authorizing the Director of Public Works to extend the call for bids and bid opening up to sixty (60) calendar days beyond the time and date originally set forth by the Board of Supervisors.

BACKGROUND:

On June 18, 2002, your Board adopted Resolution Nos. 065329 and 065330, which established minimum road standard options and a priority list for road improvements in the North Fair Oaks area, respectively.

 

DISCUSSION:

Loyola Avenue, from El Camino Real to Glendale Avenue, is the next street on the North Fair Oaks area road priority list to be considered for reconstruction. The Department surveyed all property owners along the street to determine the minimum road standards to be used in the design of the road improvements. The road standard to be used (two 11-foot wide travel lanes with 3-foot wide valley gutters on each side of the road from El Camino Real to Glendale Avenue) for this Project is based on the results of the property owner surveys.

 

The Fair Oaks Sewer Maintenance District and California Water Service Company have requested that work involving affected sanitary sewer and water facilities be performed in conjunction with this Project. The plans and specifications for the work have now been prepared and staff is recommending that your Board authorize calling for bids for the proposed work.

 

County Counsel has reviewed and approved the resolution as to form.

 

FISCAL IMPACT:

The estimated construction cost of the Project is $600,000. The Project will be financed as follows:

 

Senate Bill 1 Road Maintenance and

Rehabilitation Account (SB 1)                     $ 191,200.00

Road Mitigation Fees (South Bayside)                     $ 400,000.00

Fair Oaks Sewer Maintenance District*                     $     3,000.00

California Water Service Company*                     $     5,800.00

Total Cost                     $ 600,000.00

 

*Resolution No. 064550, executed by your Board on June 19, 2001, authorized the Director of Public Works to enter into agreements with special districts and utility companies for work less than $50,000 proposed to be done in conjunction with County road projects.

 

Reimbursement for the cost of performing work for the Fair Oaks Sewer Maintenance District and California Water Service Company will be through individual agreements with the utility companies.

 

There is no impact on the General Fund.
