BACKGROUND:

On October 10, 2018, the Chief of San Mateo County Health approved an agreement with Sequoia Union High School District (SUHSD) to provide alcohol and other drug (AOD) prevention services for the term July 1, 2018 through December 31, 2018, in the amount of $99,400.

 

On March 12, 2019, the Board approved an amendment to the agreement, extending the term of the agreement through June 30, 2020, and increasing the amount of the agreement by $156,600 to an amount not to exceed $256,000.

 

DISCUSSION:

SUHSD will continue to provide AOD related prevention services by reducing access to and availability of AOD to youth. 

 

Behavioral Health and Recovery Services (BHRS) contracts with various organizations that provide AOD prevention services to the County. These contractors provided feedback regarding the challenges for successful completion of prevention activities. Upon review of the feedback, BHRS assessed additional reporting and evaluation requirements. The decision was made to include additional activities in reporting and evaluation. Contractors’ activities also changed due to variable community factors and new partnerships with different organizations. Through this amendment, prevention activities in FY 2019-20 have been adjusted and FY 2020-21 prevention activities have been added, extending the term through June 30, 2021.

 

The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The amendment and resolution have been reviewed and approved by County Counsel as to form.

 

It is anticipated that 90% of training evaluations will reflect participants’ increased understanding of the health impacts of alcohol, tobacco, and other drugs.

FISCAL IMPACT:

The term of the agreement is July 1, 2018 through June 30, 2021. The amendment increases the contract amount by $118,859 and has been included in the BHRS FY2020-21 Recommended Budget. It is anticipated that 100% of the increase will be funded by the Substance Abuse and Prevention Treatment Block Grant.
