BACKGROUND:
In January 2017, the Project Development Unit (PDU) was formed to oversee and manage ground up construction performed by the County of San Mateo. Multiple large County capital projects are underway which will require intensified operations for several years. The PDU requires substantial support from specialized consultants, including renewable energy consultants, to appropriately manage these critical and complex projects.

DISCUSSION:
On October 18, 2017, the County entered into an agreement with Sage Renewable Energy Consulting, Inc. (Sage) in an amount not-to-exceed $50,000 for renewable energy consulting services. On October 8, 2018, the agreement with Sage was increased by $6,692 (Amendment 001). Services provided by Sage have included support for the update to the Zero Net Energy (ZNE) and Green Building policies and the Draft Request for Proposals for the Power Purchase Agreement for new capital projects.

On June 25, 2019, this Board approved a $200,000 increase in the Sage renewable energy consulting agreement (Amendment 002). The increased authorization covers the cost of ongoing and anticipated work for current capital projects, including but not limited to County Office Building 3, Parking Structure 2, Cordilleras Health Campus, San Mateo County Health Campus, and South San Francisco Health Campus.
