Adoption of an ordinance amending Section 7.28.070 “No Oversized Vehicle Parking” to Chapter 7.28 “Miscellaneous Parking Regulations” of the County of San Mateo Ordinance Code, previously introduced on April 21, 2020, and waive the reading of the ordinance in its entirety.

BACKGROUND:
Section 22507 et al. of the California Vehicle Code and Section 7.28 of the County of San Mateo Ordinance Code provide that local authorities may prohibit or restrict the stopping, parking, or standing of vehicles, and determine and declare miscellaneous parking zones by resolution or ordinance.
On June 26, 2018, your Board adopted Ordinance 4800 to restrict oversized vehicles in residential neighborhoods with parking deficiencies or safety issues related to vehicle sizes.
Oversized vehicles impede into streets and occupy parking spaces in neighborhoods which have very limited street parking.
The Department of Public Works (Department) received several requests to amend and clarify the ordinance for oversized parking on residential streets.
DISCUSSION:
The amendment to Section 7.28.070 adds trailers to the category of vehicles that may be prohibited from parking on unincorporated County roads. In order to distribute parking equitably in neighborhoods with parking deficiencies or safety-related issues, the Department is recommending that restrictions be placed on oversized vehicles, including trailers, as described below:
• oversized vehicles over six feet high may be restricted from parking on a residential street
• trailers of any size may be restricted from parking on a public street
Exceptions to the above, where parking restrictions are implemented, shall include the following:
• active loading or unloading of persons or property;
• the provision of public utility services to a property in the vicinity;
• emergency repairs or waiting for a tow operator for no longer than eight hours;
• response to a public emergency by any emergency vehicle of any political subdivision of the State of California; or,
• wheelchair-accessible vans.
The Department recommends adopting an ordinance adding the described parking restriction. Specific street locations where oversize vehicle and trailer parking restrictions will be enforced will come before your Board for your consideration following adoption of the amendment as separate items.
The North Fair Oaks Community Council reviewed this item at their February 27, 2020 meeting and supports adoption of the ordinance.
The location of parking zones on County maintained streets are currently shown on maps in the Department of Public Works office and will be made available in list form on the Department’s website. The list will be updated to reflect the recommended changes should your Board approve the ordinance and subsequently adopt restrictions at particular street locations.
County Counsel has reviewed and approved the ordinance as to form.
FISCAL IMPACT:
The cost of installing signs and painting parking zone markings varies but averages approximately $550 per parking zone. The cost of these signs and markings is included in the Fiscal Year 2019-20 Adopted Budget. There will be no impact to the General Fund.
