BACKGROUND:
On March 3, 2020, the San Mateo County Health Officer declared a local health emergency throughout San Mateo County related to the novel coronavirus (COVID-19), and, on March 10, 2020, this Board adopted a resolution to ratify and extend this declaration of local health emergency, which remains in effect. Also on March 3, 2020, Director of Emergency Services proclaimed a local emergency throughout San Mateo County related to COVID-19 and, on March 10, 2020, this Board adopted a resolution to ratify and extend this proclamation of local emergency, which also remains in effect. Statewide and national COVOD-19-related declarations of emergency have followed the County's actions.

As of April 16, 2020, the number of known confirmed COVID-19 cases worldwide is over 2,000,000, in the United States is over 600,000, in California was over 23,000, and in the County is 767. Statistical modeling has predicted that the County will experience a surge in additional COVID-19 cases in the coming weeks.
