Adopt a resolution authorizing the execution of an agreement for the acceptance of grant funds from the United States Department of Housing and Urban Development for Continuum of Care planning activities in the amount of $347,008 for the period of July 1, 2020 through June 30, 2021.

BACKGROUND:
The Human Services Agency (HSA) is the lead Continuum of Care (CoC) agency designated by United States Department of Housing and Urban Development (HUD). As the lead CoC agency, HSA ensures compliance with all HUD CoC regulations; implements and oversees the Coordinated Entry System (CES); completes federal reporting required by HUD; and coordinates the community’s annual HUD grant application for funding to support homeless services in the community. Recently, HUD issued a grant agreement to HSA to fund CoC planning activities. The agreement is effective March 5, 2020 for the performance period of July 1, 2020 through June 30, 2021.
DISCUSSION:
HSA recommends the County enter into the agreement with HUD to accept grant funds for CoC planning activities. HSA will use the funding to support staff time and technical assistance services necessary in order to meet HUD CoC requirements. Funded activities include completing the annual CoC funding competition to maximize the amount of HUD CoC funding awarded to programs in San Mateo County, data analysis and submission of federal reports, maintaining the Coordinated Entry System, maintenance of the required CoC community committees, and conducting the bi-annual One Day Homeless Count.
FISCAL IMPACT:
The amount of the grant is $347,008 for the period of July 1, 2020 to June 30, 2021. Budgetary appropriation for this agreement will be included in the FY 2020-21 Recommended Budget. This is a revenue agreement and there is no Net County Cost associated to the agreement.
