A)                     Adopting plans and specifications, including conformance with prevailing wage scale requirements for the San Carlos Airport Runway and Taxiways Pavement Rehabilitation Project; and

 

B)                     Authorizing the Director of Public Works to call for sealed proposals to be received by Tuesday, May 11, 2020 at 2:30 p.m., in the office of the Clerk of the Board of Supervisors; and

 

C)                     Authorizing the Director of Public Works to extend the call for bid and bid opening for up to 60 days beyond the time and date originally set forth by the Board of Supervisor; and

 

D)                     Authorizing the Director of Public Works to execute grants from the Federal Aviation Administration and California Department of Transportation for the construction of the San Carlos Airport Runway and Taxiways Pavement Rehabilitation Project.

BACKGROUND:

On March 29, 2011, your Board adopted Resolution No. 071336 which authorized the Director of Public Works to execute and accept grant agreements with the Federal Aviation Administration (FAA) and the California Department of Transportation (State DOT).

 

On July 7, 2017, the Director of Public Works executed a FAA grant to fund the design of the San Carlos Airport Runway Project and Taxiways Pavement Rehabilitation Project (Projects).

 

DISCUSSION:

The San Carlos Airport Runway Pavement Rehabilitation Project will include crack repair, seal coat and re-striping (approximately 50,000 square yards). Design of the Taxiways Pavement Project will eliminate one set of parallel taxiways at the San Carlos Airport to meet FAA design standards. While the project may result in a slight decrease in capacity, it will greatly enhance safety and is required to maintain FAA compliance. Reconfiguring the parallel taxiways into single taxiways will allow greater wingspan clearance between the runway centerline and the taxiway centerline in accordance with FAA airport design standards. Design of the Taxiways Pavement Project will include realignment of the taxiway lights, crack seal, seal coat, and re-striping.

 

County Counsel has reviewed and approved the resolution as to form.

 

FISCAL IMPACT:

The total cost of this project is estimated at $1,548,566 and is proposed to be financed as follows:

State DOT 4.5% Matching Grant (4.5% of FAA)                                          $69,685

Airport Enterprise Fund (5.5% local match)                                          $85,172

The project will be initially financed from the Airport Enterprise Fund as the Federal and State grants are received on a reimbursable basis. The Airport Enterprise Fund has the capability to handle the cash flow requirements of this project while monthly grant payments are requested of the FAA and the State DOT. FAA and State DOT grant applications are based upon estimated costs, but the actual grant offers will be based on bids.

 

There is no impact to the General Fund.
