BACKGROUND:

On November 1, 2016, the County entered into an agreement with the City of San Mateo to provide juvenile diversion case management services for the term July 1, 2015 through June 30, 2017, in an amount not to exceed $150,000 (the “Agreement”).  The County has entered into two previous amendments of the Agreement which, in the aggregate, have increased the amount of the Agreement by $180,263 (for a new not-to-exceed amount of $330,263, and extended the term of the Agreement through June 30, 2019.  The decision to extend the Agreement was delayed due to an administrative oversight.  The County now wishes to amend the agreement for a third time to increase the amount of the agreement by $287,868 for a new not-to-exceed amount of $618,131 and extend the term through June 30, 2022.

 

DISCUSSION:

The San Mateo Police Department (SMPD) has a Memorandum of Understanding with the Youth Services Bureau of the YMCA to provide staff and case management services for individual and/or family counseling to youth arrested for minor offenses, referred by SMPD as eligible for mandated diversion counseling program services.  The YMCA case manager uses the Child and Adolescent Needs and Strengths (CANS) Assessment to identify risk factors of the youth and their family so they can be referred to necessary resources within the county. The initial pilot program has been a success as evidenced by the fact that more than 60 youth have completed the diversion program, with only five individuals reoffending within one year of program completion.  As a result, the County would like to continue to provide the services through SMPD. 

 

County Counsel has reviewed the Third Amendment and Resolution as to form.

FISCAL IMPACT:

The amount of the agreement is increased by $287,868 for a new not to exceed amount of $618,131 for the term July 1, 2015 through June 30, 2022.  The total amount of this agreement is Net County Cost and is included in the Non-Departmental FY 2019-20 Adopted Budget and will be included in future budgets.
