Adopt a resolution authorizing:

 

A)                     The County of San Mateo to apply for and accept the Transitional Housing Program (THP) allocation award, in the amount of $51,200, from the State of California Department of Housing and Community Development (HCD), as detailed in the allocation acceptance form, up to the amount authorized in the allocation acceptance form and pursuant to state law; and

 

B)                     The Director of the Human Services Agency (HSA), or his designee, to act on behalf of County in connection with the THP allocation award, and to enter into, execute, and deliver any and all documents required or deemed necessary or appropriate to be awarded the Transitional Housing Allocation award, and all amendments thereto (collectively, the “THP Allocation Award Documents”); and

 

C)                     The County of San Mateo, subject to the terms and conditions that are specified in the THP Allocation Award Documents, to use the THP allocation award funds in accordance with the Allocation Acceptance form, other applicable rules and laws, the THP program documents, and any and all THP requirements.

BACKGROUND:

Pursuant to item 2240-102-0001 of Section 2.00 of the Budget Act of 2019 (Chapter 23 of the Statutes of 2019) and Chapter 11.7 (commencing with Section 50807) of Part 2 of Division 31 of the Health and Safety Code (HSC), HCD will allocate $8 million in funding to counties for the purpose of housing stability to help young adults secure and maintain housing, with priority given to young adults formerly in the foster care or probation systems.

 

On February 7, 2020, the Director of the HSA received notification from HCD of its intent to award a THP allocation to the County of San Mateo. The allocation amount of $51,200 was based on the County’s percentage of the total statewide number of young adults aged 18 to 25 in foster care.

 

In order to receive the funding allocation, SMC must submit a signed allocation acceptance form and signed resolution to HCD no later than 5:00 p.m. on Tuesday, March 31, 2020.

 

DISCUSSION:

HSA recommends authorizing the Director of HSA, or his designee, to apply for and accept funding on behalf of the County (Applicant) for THP in accordance with the Allocation Acceptance form, other applicable rules and laws, the THP Program Documents, and any and all THP requirements.

This allocation will help young adults ages 18 to 25, in foster care, secure and maintain housing. The funds will be used to identify and assist with housing services; assist with securing and maintaining housing; improve coordination of services and linkages to community resources within the child welfare system and the Homeless Continuum of Care; and provide engagement in outreach targeted to serve those with the most severe needs.

The resolution has been reviewed and approved by County Counsel as to form.

 

FISCAL IMPACT:

The THP allocation award is unanticipated revenue in the amount of $51,200 for the term of July 1, 2020 to June 30, 2021. Appropriations for this grant will be included in the FY 2020-21 Recommended Budget. There is no change to the Net County Costs as a result of this allocation.
