Adopt a resolution authorizing an agreement with Grace Hassid, MD to provide infection control services, for the term April 1, 2020 through March 31, 2021, in an amount not to exceed $150,000.

BACKGROUND:
In April of 2013, Dr. Grace Hassid assumed the role of Medical Director for Infection Control at San Mateo Medical Center (SMMC). Infection control addresses factors related to the spread of infections within healthcare settings, including prevention, monitoring/investigation of demonstrated or suspended spread of infection within a particular healthcare setting, and management.
DISCUSSION:
Dr. Hassid will continue to provide infection prevention and control at SMMC for 20 hours per week, in conjunction with the SMMC Manager of Infection Control.
County Administrative Memorandum B-1 provides that contracts for physicians are exempt from the Request for Proposals process.
The agreement and resolution have been reviewed and approved by County Counsel as to form.
The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).
It is anticipated that 100% of services provided at SMMC will adhere to the infection control standards as defined by the Joint Commission and Title XXII of the State of California Code of Regulations.

FISCAL IMPACT:
The term of the agreement is April 1, 2020 through March 31, 2021. The amount of the agreement is not to exceed $150,000 for the one-year term. Funds in the amount of $37,500 are included in the SMMC FY 2019-20 Adopted Budget. Funds in the amount of $112,500 will be included in the SMMC FY 2020-21 Recommended Budget.
The payment provisions and level of services are essentially the same as the previous agreement.
Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care is covered by the County’s General Fund contribution to SMMC and is within the existing annual appropriation.
