B)                     Authorizing the Director of Public Works to call for sealed bids to be received by Thursday, April 30, 2020 at 2:30 pm in the office of the County Manager/Clerk of the Board of Supervisors; and

 

C)                     Authorizing the Director of Public Works to extend the call for bids and bid opening up to 60 calendar days beyond the time and date originally set forth by the Board of Supervisors.

BACKGROUND:

On April 24, 2018, your Board adopted Resolution No. 075862, which adopted plans and specifications for the Preventative Maintenance of the Madera Lane Bridge in the San Gregorio Area of San Mateo County Project (Project), including conformance with Federal prevailing wage scale requirements, and authorized the Director of Public Works to call for sealed bids to be received.

On June 5, 2018, your Board adopted Resolution No. 075934, which authorized an agreement with Bugler Construction (Bugler) for construction of the Project.

Bugler requested that the County release them from performing the work in the Contract after attempting to complete the work during the summers of 2018 and 2019.  During the Summer of 2018, Bugler encountered unanticipated continuous creek flow, which required additional consultations with permitting agencies and the work could not proceed.  The work during the Summer of 2019 was delayed due to the presence of nesting birds on the bridge resulting in an inadequate construction window.

DISCUSSION:

The Department has evaluated the options for the work required on the Madera Lane Bridge and is recommending that the originally proposed work on the Madera Lane Bridge (Bridge) be re-advertised.  The Project includes replacement of the existing concrete girders (horizontal bridge supports) and barrier railings and repairing spalled concrete on the Bridge over El Corte de Madera Creek.  The Bridge was constructed in 1920, is located in a rural area of the County with access from Highway 84 and is eligible for Federal Bridge Preventative Maintenance Program (BPMP) Funds for the proposed Project. 

 

Biggs Cardosa Associates, Inc. (BCA) designed this Project and will provide construction support.  BCA has updated the plans, specifications, and estimate to reflect the current conditions, which have been reviewed by Department staff.  Caltrans has authorized the Department to proceed with construction, which will be funded in part by BPMP Funds. The Department is recommending that your Board reauthorize the calling for bids for the proposed work.

 

County Counsel has reviewed and approved the resolution as to form. 

 

FISCAL IMPACT:

The estimated cost of construction is $929,489 and will be partially financed with BPMP Funds. The available BPMP funding for this Project is approximately $553,100.  If the low bid received exceeds the available BPMP funds, the Department will request additional funds from Caltrans, based upon the amount of the low bid.

 

The BPMP Funds can fund up to 88.53 percent of the Project cost with a local match of 11.47 percent. The local match will be from the Road Fund, and specifically Senate Bill No. 1 Transportation Funds have been budgeted to finance the construction costs as the BPMP funding is on a reimbursable basis. The Department will seek BPMP fund reimbursements from Caltrans during construction and upon project completion.

 

There is no impact to the General Fund.
