BACKGROUND:
The Bay Area Regional Energy Network (BayREN) is a collaboration of the nine (9) Bay Area counties implementing energy saving programs on a regional level. BayREN is administered by the Association of Bay Area Governments (ABAG) with funding from the California utility ratepayers under the auspices of the California Public Utilities Commission (CPUC). Since the first program cycle in 2013, ABAG has contracted with the County for local outreach for the Single Family residential, Multifamily residential, Codes and Standards, and Financing sub-programs. At the beginning of each calendar year, this Board has adopted a resolution authorizing the County to continue local outreach support for BayREN programs.


DISCUSSION:
ABAG has been awarded $71.5 million for calendar years 2020-22 from the California Public Utility Commission (CPUC) for BayREN programs. The BayREN portfolio of programs will continue to include the Single Family residential, Multifamily residential, Codes and Standards, Commercial Sector, Water/Energy Nexus, and Green Labeling sub-programs. Each of the nine BayREN counties is entering into funding/program services agreements with ABAG for activities and deliverables to implement the six sub-programs.
