BACKGROUND:
The Board has made social equity a focus area for 2020. By focusing on social equity, the aim is to help County policymakers, as well as community-based organizations, businesses, and residents, understand the social and environmental needs of our residents, and to utilize that information in making decisions.

By considering social equity factors and information, the County will broaden its decision-making beyond simply measuring "inputs" such as dollars spent, and will measure outcomes taking into account social and environmental factors.

DISCUSSION:
The County Manager's Office conducted a Request for Proposals (RFP) for social equity research, data analysis, and consultation services regarding a method of integrating equity into the County's decision-making processes. Social Progress Imperative (SPI) was the only respondent to the RFP.

SPI will assist the County in developing a customized, hyper-local Social Progress Index along with accompanying tools. The purpose of this index is to provide transparency on local conditions for residents and to provide actionable data, analytics and decision support tools for those in positions to address areas of greatest need. This will be a collaboration with County officials and aims to embed local capacity and know-how for future updates and replication.
