BACKGROUND:

In January 2017, the Project Development Unit (PDU) was formed to oversee and manage ground up construction performed by the County of San Mateo. Multiple large County capital projects are underway which will require intensified operations for several years. PDU requires substantial support from specialized management tools to appropriately manage these critical and complex projects.

DISCUSSION:

PDU, with the assistance of Gafcon, Inc. and VRVC, LLC, has implemented a robust project and portfolio management tool, Oracle Primavera Unifier, which delivers continuous visibility into program performance and streamlines project management functions and processes. PDU is requesting to continue use of Unifier for the period of two years. A total of 16 licenses are required, plus hosting and support and/or training.

The Resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

County Counsel has reviewed and approved the Resolution as to form.

FISCAL IMPACT:

Funding for this purchase is provided in the PDU budget and has been included in the FY 2019-20 Adopted Budget. There is no change to Net County Cost.
