BACKGROUND:
The US Department of Health and Human Services provides the Ryan White Treatment Modernization Act (RW) funding to eligible metropolitan areas that are disproportionately affected by HIV/AIDS. This funding comes to the San Mateo County STD/HIV Program through an agreement with the City and County of San Francisco. The amount of funding San Mateo County (County) receives each year is determined by the number of persons living with HIV/AIDS in the County.

The County is currently awaiting notification of the RW amount it will receive, and in turn be able to allocate to community-based organizations (CBOs) providing client services in the County. As a result, the County is unable to finalize new agreements with the following two CBOs prior to their current agreement end date, February 28, 2020: 1) AIDS Community Research Consortium (ACRC) for $140,000 to provide HIV food services; and 2) the Mental Health Association of San Mateo County (MHA) for $109,183 to provide housing and emergency assistance services. Please note that ACRC was allocated an additional $25,000 with an amendment to Board Resolution No. 077002 in January 2020, which brings their total not-to-exceed amount to $165,000.
