BACKGROUND:
California Vehicle Code Sections 21351 through 21355 allow local authorities, in their respective jurisdictions, to install traffic signs to control traffic within an intersection.
The Department of Public Works (Department) received requests to conduct a study at the intersection of San Carlos Avenue and Montgomery Avenue in unincorporated Redwood City for possible installation of an all-way stop sign. The land use in the vicinity of the intersection is single-family residential.
The intersection of San Carlos Avenue at Montgomery Avenue is a four-way intersection, which is currently controlled by two-way stop signs that stop Montgomery Avenue traffic and yield for traffic on San Carlos Avenue. The traffic on San Carlos Avenue heading to Woodside Road routinely blocks the intersection at Montgomery Avenue, as shown in Attachment A. Over the last 10 years, there have been five broadside accidents at this intersection. Four of the accidents were right of way violations.
DISCUSSION:
Staff investigated the requests, conducted the study and determined that installing an all-way stop control is warranted and would benefit the community.
The Department recommends the installation of an all way stop sign with a limit line to prevent vehicles from entering and blocking the intersection during afternoon peak hours and to minimize the likelihood of accidents.
Property owners on adjacent blocks extending a minimum of 300 feet from the proposed sign locations were notified of the date and time of your Board’s meeting when this item will be considered. Comments received were in support of the all -way stop sign.
FISCAL IMPACT:
The cost of materials and labor to install the two new stop signs varies but is estimated at $550.00 per sign along with the staff costs to evaluate requests for traffic regulations is included in the Fiscal Year 2019-20 Adopted Budget.
