BACKGROUND:

In 2017, the Project Development Unit (PDU) was formed to oversee and manage County ground up construction. Multiple critical and complex projects are underway which require intensified operations and support from specialized consultants, including Information Technology (IT) consultants, to deliver appropriate buildings.

 

DISCUSSION:

In August 2018, PDU entered into an Agreement not to exceed $99,000 with EVO to provide project IT management support related to the data center component of the Regional Operations Center Project based on EVO’s demonstration of the competence and professional qualifications necessary to perform the services required at a fair and reasonable price.

 

Subsequently, this Board authorized an Amendment to the agreement to increase the value to $399,900 and expand services to additional County capital projects. In doing so, based on the positive performance of EVO, the administrative efficiencies promoted through continued retention of a single provider of specialty technology/IT management services, the Board waived the Request for Proposals selection process, finding that such a waiver was in the best interest of the County.

 

Since the execution of the amendment, EVO has provided IT leadership, management, and coordination services for County capital projects. In collaboration with the County’s Information Services Department, EVO has worked towards a consistent and quality approach to IT, communications, security, and infrastructure.

 

Approval of this amendment will authorize an increase in the value of the agreement with EVO of $400,000 thereby ensuring consistency and quality in IT project management support services for PDU managed projects.

 

County Counsel has reviewed and approved the Resolution as to form.

 

FISCAL IMPACT:

There is no new net County cost associated with this resolution. The cost of the contract amendment will be funded by the individual project budgets to which the consultant is assigned.
