BACKGROUND:

In September 2017, Healthcare for the Homeless/Farmworkers Health (HCH/FH) issued a Request for Proposals (RFP) for providers to deliver enabling services to the homeless and farmworker populations of San Mateo County. The HCH/FH Program Co-Applicant Board selected El Centro de Libertad (El Centro) for their innovative approach to providing such services. In February 2019, the Chief Executive Officer of San Mateo Medical Center (SMMC) approved an agreement with El Centro to provide enabling services.

 

DISCUSSION:

The HCH/FH Program Co-Applicant Board is requesting the Board approve an amendment to extend El Centro’s current agreement by one year. HCH/FH plans to issue a new RFP for services later in 2020, for new contracts to begin in 2021.   

 

The amendment and resolution have been reviewed and approved by County Counsel as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

 

It is anticipated that a minimum of 220 individuals will receive screening and navigation assistance through motivational outreach presentations and drug prevention education presentations.

FISCAL IMPACT:

The term of the amended agreement is January 1, 2019 through December 31, 2020. The amount of the agreement is not to exceed $156,000. The amendment increases the contract amount by $73,500. Funds in the amount of $73,500 are included in the SMMC FY 2019-20 Adopted Budget.

 

Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care is covered by the County’s General Fund contribution to SMMC and is within the existing annual appropriation.
