BACKGROUND:
San Mateo County and the County of Santa Clara Office of the District Attorney (SCCO DA) are engaged in collaborative efforts, together with other local, state and federal agencies, to share information and coordinate investigations targeting the most prolific and violent criminals in the community and identifying terrorist threats. As part of this work, the Northern California Regional Intelligence Center (NCRIC) collaborates with the SCCO DA's Crime Strategies Unit (CSU) to investigate and pursue leads that will prevent or disrupt terrorism and other significant criminal activity. As part of this collaboration, the SCCO DA applied for and was awarded 2017 United States Department of Homeland Security Grant Program funds through the State of California Office of Emergency Services to fund the salary and benefits of a NCRIC lead crime analyst for their CSU, who is responsible for coordinating the local law enforcement response to major critical incidents, including cross-jurisdictional acts of violent crime and/or terrorism. The NCRIC entered into an agreement with the SCCO DA for these funds, which was approved by your Board on December 4, 2018 through Resolution No. 076315. The funds under this agreement were fully expended in September 2019.
