Adopt a resolution authorizing amendments to the agreements with The KPA Group and Smith-Karng Architecture for “on-call” architectural design and consulting services, increasing the amount by $300,000 per agreement for a new, not-to-exceed amount of $600,000 for The KPA Group, and $625,000 for Smith-Karng Architecture, and extending the term of each agreement for three additional years, to March 12, 2023.

BACKGROUND:
On March 14, 2017, your Board adopted Resolution No. 075083, which authorized the Department of Public Works (Department) to enter into agreements with The KPA Group and Smith-Karng Architecture to provide “on-call” architectural design and consulting services on various County facilities’ construction projects on an as-needed basis in the amount of $300,000 per agreement for a term of three years from March 14, 2017 through March 13, 2020. Over the past three years, these firms have worked on various Public Works projects, and are currently the Architects of Record on the following projects: The KPA Group on San Carlos Airport 795 Skyway Redevelopment, Safe Harbor Shelter Renovation, Radio Shop, and New Maple Street Shelter, and Smith-Karng Architecture on San Mateo Medical Center (SMMC) Prevent Self Harm and Ligature Projects.
On March 19, 2019, the Director of Public Works executed an Amendment to the agreement with Smith-Karng Architecture to increase the agreement amount by $25,000 to $325,000 to continue providing architectural design and consulting services on various County facilities’ construction projects.
DISCUSSION:
By extending the agreements' expiration date to March 12, 2023, and increasing the dollar
amounts for The KPA Group and Smith-Karng Architecture, the Department can continue utilizing the consultants’ expertise to execute the tasks associated with the planning, design, construction, and upgrades on projects they have been previously working on. These tasks include: conducting preliminary studies, conceptual and schematic design, plans and specifications, permitting, and construction oversight. The performance of these firms, to date, has been invaluable in ensuring quality planning, design, and construction of facilities in the best interest of the County.
The Contracts Compliance Committee has approved the three-year time extensions for these agreements.
County Counsel has reviewed and approved the resolution and amendment as to form.
FISCAL IMPACT:
The amendments will increase the not-to-exceed amount by $300,000 to a new amount of $600,000 for The KPA Group and $625,000 for Smith-Karng Architecture, and extend the term end date to March 12, 2023 per agreement. Funding for these amendments has been included in the Department’s Fiscal Year 2019-20 Adopted Budget. There is no additional impact to the General Fund.
