Measure K: Adopt a resolution authorizing an amendment to the agreement with Puente de la Costa Sur for promoter services, extending the term through June 30, 2021 and increasing the amount by $275,868, in an amount not to exceed $367,824.

BACKGROUND:
On October 31, 2019, the Chief Executive Officer of the San Mateo Medical Center (SMMC) approved an agreement with Puente de la Costa Sur to provide promoter services in remote areas of the South San Mateo County Coast communities.
DISCUSSION:
This amendment will allow Puente to continue to conduct promoter services in small group settings at geographically accessible locations such as ranches, farms, or community locations to promote preventative health campaigns. Therefore, SMMC now wishes to extend the term of the agreement to continue to provide these services with an associated increase in funding. This amendment is coming to the Board late due to delays related to the SMMC budget analysis process.
The agreement and resolution have been reviewed and approved by County Counsel as to form.
The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).
It is anticipated that there will be an average of 750 client contacts per month.

FISCAL IMPACT:
The term of the amended agreement is July 1, 2019 through June 30, 2021. The amount of the agreement is not to exceed $367,824. The amendment increases the contract amount by $275,868. Funds in the amount of $91,956 are included in the SMMC FY 2019-20 Adopted Budget. Funds in the amount of $183,912 will be included in the SMMC FY 2020-21 Recommended Budget.
Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care is covered by the County’s General Fund contribution to SMMC and is within the existing annual appropriation.
