Adopt a resolution authorizing an amendment to the agreement of January 8, 2019 with Michael Baker International, Inc. for Geographic Information Systems related to the new Computer-Aided Dispatch System, extending the term to June 30, 2020.

BACKGROUND:
On November 6, 2018, this Board approved a contract with Versaterm, Inc. which was chosen after an extensive and inclusive request for proposal process as the vendor to replace the Computer-Aided Dispatch (CAD) system.
As part of the CAD project, the Geographic Information System (GIS) data needs to be updated to make full use of the new CAD. GIS data includes street center line, address points/ranges, and boundary layers. The GIS data provides a critical component of the CAD system to ensure that the closest first responders are accurately dispatched to an incident.
The GIS data available today does not meet National Emergency Number Association (NENA) Next Generation 9-1-1 (NG911) standards. Having a NENA NG911 standard GIS allows PSC to implement future 9-1-1 technologies as they become available. Additionally, a NENA NG911 standard GIS allows PSC to take full advantage of the mapping features of the new Versaterm CAD.
DISCUSSION:
Although progress is being made to complete the GIS project under this agreement, there are still some tasks outstanding due to departmental delays such as the Department’s move to the Regional Operations Center. It is anticipated that an extension to the agreement to the end of the fiscal year (June 30, 2020) will be sufficient time for completion.
FISCAL IMPACT:
There is no new Net County Cost associated with this amendment, as it is an extension to the term only.
