Adopt a resolution:
A) Accepting the certificate of the Chief Elections Officer as the statement of the results of the vote as determined by the official canvass of the November 5, 2019 Consolidated Municipal, School, and Special District Election; and
B) Declaring the persons elected to or nominated for certain offices.

BACKGROUND:
Within 30 days of an election, the Chief Elections Officer is required to inspect, process, and count all ballots cast during an election and prepare a certified statement of the result. Upon acceptance of this statement, Section 15400 of the Elections Code directs the governing body of the jurisdiction to declare elected or nominated to each office voted on at the election the persons having the highest number of votes for each office.
DISCUSSION:
On November 5, 2019, the Chief Elections Officer conducted a Consolidated Municipal, School, and Special District Election. The official canvass and an abstract (i.e. Statement of the Vote) was completed and certified by the Chief Elections Officer and is available at the Registration & Elections Division. An electronic copy of the Statement of the Vote is also published on the Registration & Elections Division website, www.smcacre.org. A copy has also been submitted to this Board as required by state law.
The results of the November 5, 2019 Consolidated Municipal, School and Special District Election, continue to demonstrate the trend of improved voter turnout for elections conducted under the Voter’s Choice Act (VCA). Voter turnout for the November 5, 2019 Consolidated Election was 29.45%. This was the second highest voter turnout for a consolidated election over the past 10 years. This election was second only to the November 3, 2015 Consolidated All Mailed Ballot Election (29.49%) conducted under AB2028.
The November 5, 2019 Consolidated Municipal, School and Special District Election will be the last Consolidated Municipal, School and Special District Election held as an odd-numbered year election in San Mateo County. This is a result of the implementation of SB 415 (The California Voter Participation Rights Act), which moved all governing board elections to even-numbered years by 2022.
County Counsel has reviewed and approved the resolution as to form.
