BACKGROUND:

The County Parks Department enlisted the Project Development Unit (PDU) in constructing a new Visitors’ Center for the Sanchez Adobe Park located at 1000 Linda Mar Blvd, Pacifica, CA. The PDU has provided, and continues to provide, project management oversite in collaboration with the Parks Department.

DISCUSSION:

This Board has authorized funding for acquisition and installation of the Sanchez Adobe Visitors’ Center in order to enhance the educational experience of visitors to the former Mission Delores Outpost (1786) and Adobe Residence (1842) of Don Francisco Sanchez.

On April 9, 2019 this Board adopted Resolution No. 076531 which authorized an agreement with Granite Rock Company for site improvements and foundation work for an amount not to exceed $944,752 and authorized the Director of the PDU to issue change orders in an amount not to exceed $94,475.

Additional costs were incurred for unanticipated conditions and County-initiated project modifications including, inter alia, (1) an increase in the size of the water line for future site needs, (2) concrete and asphalt paving modifications to ensure accessibility, (3) additional site improvements, (4) generator costs, and (5) costs related to the connection to permanent power.

County Counsel has reviewed and approved the Resolution as to form.

FISCAL IMPACT:

Funding for this change in contract scope is provided in the County Parks Department budget for $1,319,227. Sufficient appropriations are included in Parks Department’s FY 2019-20 Adopted Budget to accommodate ongoing costs.
